Annapolis and Baltimore lead the nation when it comes to nuisance flooding—heavy rains saturating streets and low-lying places in urban areas, according to a NOAA study published by the Baltimore Sun yesterday. Nuisance flooding occurs in Baltimore an average of 13 times per year, the Sun reports, but that frequency is expected to grow to 30 times a year within this decade.
