Developer Wins Approval For 28-Story Fenway Apartment Tower

Developers have secured approval to build a furnished apartment tower close to Kenmore Square

Scape and Morro USA received the Boston Zoning Board of Appeal's approval for its 400-unit 2 Charlesgate West development in the Fenway neighborhood, the Banker & Tradesman reported

The 28-story project would include 52 income-restricted units for households making up to 70% of the area median income, and another 16 apartments will be set aside at 120% AMI.

Scape, a UK-based dorm development firm, bought the site at 6 Charlesgate West and 1161 Boylston St. for $39M in 2021. The seller was Trans National Properties, which had planned to build a 340-foot residential tower on the site in 2016.

The developers are investing millions in community benefits, including $300K to the Fenway Community Development Corp. to complete financing for a 24-unit affordable housing project at 112-114 Queensberry St.

Scape also developed a 415-unit project at 1252-1270 Boylston St. near Fenway Park. That building broke ground in 2020, began leasing in late 2022 and obtained a $177.5M refinancing loan in December 2023

The 2 Charlesgate West development was initially proposed in 2021 under the city's Compact Living Pilot. The pilot allowed for the development of smaller, "compact living" units from 2018 to 2023 and brought projects like Boylston Properties' 525 LINC development in Allston to life. 

Morro redesigned 2 Charlesgate West in 2023, around the time the Compact Living policy was suspended. The redesign aimed to meet city regulations for developments bordering the Emerald Necklace park, B&T reported.
