The townhomes were built during World War II near Acme Steel. But when industrial jobs moved out of the area in the 1960s, the site fell into blight until 2003, when local government leaders set out to redevelop it. They enlisted Holsten Real Estate Development  Corp. and Turnstone Development to create a community plan. Aided by financing from 15 different sources, including IHDA and TIF funding, 90 rental units and two mixed-use buildings have already been completed and LEED-ND certified. Three more phases of 125 units each are yet to come.
