DHA Launches Reimagined Plan For Vacant South Dallas Site With $45M Senior Housing Development

Dallas Housing Authority is planning a $45M residential project for mixed-income seniors in the Bonton neighborhood of South Dallas.

The Culbreath, a 268K SF housing community comprising two buildings and 360 units, is part of the larger Rhoads Terrace development site, a DHA spokesperson confirmed via email.

The project is named after DHA Board Chair Betty Culbreath, an affordable housing advocate and longtime community leader.

The previous Rhoads Terrace housing development was razed in 2009 after becoming overrun with crime and maintenance issues, WFAA reported. At the time, the DHA had planned to replace the two complexes with less public housing and more single-family homes in addition to townhomes and apartments. 

New plans for the redeveloped site at 2770 Bethurum Ave. fall under the Bonton Neighborhood Master Plan and include a park, lake and city of Dallas service center.

DHA is considering options for the remaining portion of the 45-acre site, according to a 2024 planning document.

DHA designated Volunteers of America National Services as developer partner for The Culbreath last year. The nonprofit focuses on constructing, preserving or acquiring supportive housing projects in markets with an identified need, per its website. Funding for The Culbreath is provided through the U.S. Department of Housing and Urban Development.

The DHA spokesperson said construction on The Culbreath should begin in Q1 2025 and take two years to complete. Full plans for the Rhoads Terrace site are expected to be finalized by early next year.
