The Future of Downtown Baltimore

Tim is responsible for Beatty Development’s various community projects. Tim oversaw the development and construction of the recently completed Nine East 33rd student apartment building in Charles Village. Currently, Tim is guiding the development of Old Town Mall and pursuing additional development opportunities for Beatty Development throughout Baltimore.

John Hermann is vice president of asset management and leasing for Corporate Office Properties Trust and has more than 25 years of commercial real estate experience. He is responsible for the leasing and financial management of a portfolio of 40 buildings, located throughout Maryland, totaling more than 3 million square feet.

Dick's real estate experience began as a child observing his father's company, Manekin LLC, as it played an integral part in the revitalization of downtown Baltimore and the growth of the Baltimore-Washington Corridor. Upon graduating from the University of Maryland, Dick spent the next twenty-one years with Manekin, LLC. Learning the Baltimore-Washington markets, he participated in the expansion of the firm from 10 employees to 150 employees becoming a managing partner and departing in 1990 to pursue non-real estate endeavors. In the mid 1990's, Dick became restless to get back into the business and joined CB Richard Ellis as a Senior Vice President. Over the next five years, Dick specialized in adding value to office buildings by representing Landlords. In 2000, Dick formed Corinthian Realty Partners to create value and provide superior returns to investor partners through the acquisition, development, repositioning and management of real estate assets. Following the "Great Recession", Dick joined forces with former CBRE associates Doug Schmidt and Neil Tucker at Chesapeake Real Estate Group. He continues today with Doug and Neil as part of WorkShop Development.

Mr. Bookhout serves as Senior Vice President of Development & Investments. He plays a lead role in the company’s mixed-use development division, with responsibility for sourcing, evaluating, underwriting, acquiring and executing projects in the Mid-Atlantic region and the Carolinas. Prior to joining Greenberg Gibbons in 2021, he was Vice President of the Mid-Atlantic & Carolinas Regions for AvalonBay Communities, where he specialized in mixed-use projects that feature multifamily housing over retail and led teams that delivered more than 2,300 units. Mr. Bookhout holds a Bachelor of Business Administration from the University of North Carolina, a Master of Professional Accounting from the University of Texas, and a Master of Business Administration from the Kenan-Flagler Business School at the University of North Carolina. He is a Certified Public Accountant and serves on the UNC Kenan–Flagler Business School’s Board of Advisors, and has previously served on the Board of Directors for AIRS-Empire Homes and the Waterfront Partnership of Baltimore. He is a member of ICSC and Urban Land Institute (ULI).

Mark Caplan, is a Baltimore native active in real estate investment and management as well as equipment and vehicle financing in the region. He is the President and CEO of The Time Group, a real estate equity firm where he has worked since the mid-1970s. The Time Group has interests in approximately 7,500 units of multi-family, manufactured housing, and senior living. He is also a founder and is currently the Chairman of WPM Real Estate Management, a manager of multi- family properties as well as other property types currently comprising in excess of 23,000 units. In addition to his real estate activities, Mr. Caplan is Chairman of the Management Committee of Madison Capital, an independent vehicle and equipment financing firm. Mr. Caplan is a member of the Board of Directors at Capital Bank, (NASDAQ, CBNK). Mr. Caplan is active in the non- for-profit community in Baltimore, having served or currently serving on the Boards of The Walters Art Museum, Downtown Partnership of Baltimore, The Bryn Mawr School, The Enoch Pratt Free Library, The Gilman School, Center Stage, B.E.S.T., Charles Street Development Corp., Real Estate Advisory Board of Columbia Business School, and St. Ignatius Loyola Academy. Mr. Caplan graduated from Gilman School in 1976 and Johns Hopkins University in 1981 where he received his Bachelor of Arts degree in Social & Behavioral Sciences. He received his Master of Business Administration from the Columbia Business School in 1983, which he attended as a Dean’s Fellow.

P. David Bramble dedicates his time to sourcing transactions, financial structuring and overseeing project underwriting & execution. A corporate and real estate attorney by training, David brings a deep knowledge of all aspects of the real estate cycle. Prior to MCB, David served as the Director of commercial lending for a regionally based full-service lending firm, which he co-founded in 2000. Prior to devoting all his time to commercial real estate investment, David practiced law in the transactions group of a D.C.-based international law firm, where he provided corporate and real estate advisory services. His practice focused on complex workouts, primarily in the real estate and financial products space. David currently serves on the advisory board to the Brown School of Business and Leadership at Stevenson University and the Foundation Board of the Mt. Washington Pediatric Hospital. David has also served on the Board of Directors of a federally chartered bank, served as a Commissioner on the Maryland racing commission as well as on the Boards of multiple real estate and non-real estate related charitable organizations. David received his J.D. from the University of Pennsylvania, and an A.B. from Princeton University.

Kim Clark is the Executive Vice President of the City of Baltimore Development Corporation (BDC). In her capacity as EVP she oversees neighborhood development, business development, capital budgeting, Small Business Resource Center, Emerging Technology Centers, Baltimore Main Streets program, marketing, and research & analytics. Among her achievements at BDC, Clark helped structure public private partnership financing for several major redevelopment projects, including several Tax Increment Financing (TIF) projects; the redevelopment of Belvedere Square, all parcels at Inner Harbor East, Payment in Lieu of Taxes (PILOTS) for several major developments, including the Westside and several grocery store projects. She was instrumental in retaining various businesses of all sizes and assisted smaller businesses with expansions. Clark represented the City in the development of the Horseshoe Casino Baltimore Clark is also the Vice President of the Maryland Economic Development Association, Chair of the Urban Land Institute Baltimore Council, and Second Vice President and Committee Chair of the Star Spangled Flag House. She also serves on the board of the Emerging Technology Centers, Small Business Resource Center, Leadership Maryland and the Baltimore Office of Promotion and the Arts; and is a member of the International Economic Development Council. In 2016 Kim was named by the Daily Record as one of Maryland’s Top 100 Women. Kim graduated Leadership MD in 2009 and is a Greater Baltimore Committee Leadership Class of 2007 graduate.

At Cross Street Partners/UACD, Tabitha is the VP of the Urban Action Community Development (UACD) and a Senior Advisor for Cross Street Partners’ Financial Advisory Division. In this capacity, Tabitha is part of the team that sources, underwrites, and manages a portfolio of technology incubators, medical facilities, and food distribution facilities in low-income urban areas using creative structured financing tools such as New Markets Tax Credits (NMTCs), Historic Tax Credits, and tax increment financing. Over the last 16 years, Tabitha worked with community development financial institutions (CDFIs), community development entities (CDEs), banks, and government agencies to encourage economic revitalization in distressed communities and access to affordable financial products and services for low-income persons and minorities. Prior to joining UACD/Cross Street Partners, Tabitha was the VP of Community Development for City First Bank of DC, whereby she managed programs and relationships with strategic partners; provided data analysis and reporting for the bank’s Community Reinvestment Act (CRA) activity; and assisted with underwriting and asset management for its NMTC portfolio. As the National Trust Community Investment Corporation’s New Markets Program Manager, Tabitha provided programmatic and IRS compliance, asset management and investor reporting, and negotiated Community Benefit Agreements (CBAs) for the adapted reuse of historic real estate projects throughout the country. Tabitha has also held positions with the Opportunity Finance Network and the CDFI Fund. Tabitha has a MBA from Johns Hopkins University and a Master’s of Public Policy and Administration from Jackson State University.

Frank Settleman is the President of Chesapeake Contracting Group, with 30 years of construction industry experience. His background provides a balance of private commercial developments and multi-residential construction expertise, having managed over ten million square feet of construction projects. In his role, Frank oversees the firm’s business strategy, overall financial health and executive management by combining direction and highly motivated leadership with experience, passion and dedication. Frank believes in building next level success in partnership with his clients and enriching the lives of his employees. Frank has been with CCG for more than 20 years, where he started as a Project Manager, and was elected to President in 2015. Frank graduated from the University of Maryland with a degree in Economics and lives in Baltimore with his wife and two children. Chesapeake Contracting Group is a privately held, award-winning commercial general contractor serving the Mid-Atlantic region since 1979.

Adam Kleeman has more than 18 years of experience providing audit, accounting and consulting services in the commercial and multi-family real estate industries. Based in CohnReznick's Baltimore office, he has extensive experience working with investors, developers, owners and management companies of various sizes and complexities. This experience includes audits of publicly-traded real estate investment trusts (REITs) and Community Development Entities (CDEs). Most recently, Adam has focused his efforts on servicing clients that utilize New Markets, historic and low-income housing tax credits to subsidize the financing of real estate projects. He has also managed engagements as the external auditor for publicly traded companies and reported on internal controls over financial reporting as required by the Public Company Accounting Oversight Board (PCAOB).
