Maria Torres-Springer

Maria Torres-Springer is the NYC Deputy Mayor for Housing, Economic Development and Workforce, charged with spearheading the administration’s efforts to strengthen and diversify its economy, advance Mayor Adams’ moonshot goal of creating 500,000 new homes for New Yorkers over the next decade, preserve and improve the New York City Housing Authority (NYCHA), bolster small business, connect New Yorkers to family-sustaining jobs, and expand access to arts and culture. She previously was Vice President of US Programs at the Ford Foundation where she oversaw the foundation’s domestic grant making and made historic investments to support racial equity, workers’ rights, voting rights, and arts and culture across the country. As commissioner of the NYC Department of Housing Preservation and Development, Maria focused on the production of housing for the city’s most vulnerable communities, while also launching several new programs to protect tenants’ rights. She led the implementation of Housing New York, a five-borough, 12-year plan to create or preserve 300,000 affordable homes; and she steered the financing of approximately 60,000 affordable homes. Earlier, as president and CEO of New York City Economic Development Corporation, Maria led the implementation of the new citywide ferry service and made major investments in key sectors of the city’s economy. She also spearheaded several neighborhood revitalization plans. Prior to that, as commissioner of the NYC Department of Small Business Services, Maria prioritized efforts to raise wages and support women and immigrant-owned businesses and worked to prepare New Yorkers for 21st-century jobs. Maria earned her bachelor's degree in ethics, politics, and economics from Yale University and a master’s in public policy from the Kennedy School of Government at Harvard University. She lives in Brooklyn with her husband and two daughters.

Robbie Lynn

Robbie Lynn joined KeyBank Real Estate Capital - Commercial Mortgage Group (KBREC) in October 2017 as part of the firm’s commitment to the multifamily expansion strategy in affordable housing. He is the Senior Vice President and Sr. Mortgage Banker that oversees affordable housing originations in the Mid- Atlantic and Great Lakes regions. He has originated over $1.6 billion in permanent loan volume and structured over $2.5 billion and $300 million of construction & equity placements, respectively. He is active in overseeing and maintaining the various investor relationships, and strategic partnerships that the bank possesses which allow KBREC the ability to provide a broad range of products and access to the capital markets. Prior to joining KBREC, he was the Affordable Housing Program Manager at Berkeley Point Capital (now Newmark), where he helped the firm re-launch its affordable housing platform and regain various licenses for debt products with strategic investors to originate affordable housing transactions. Prior to Berkeley Point he worked for Walker and Dunlop and Freddie Mac in various credit and underwriting roles. In his 12+ year career in Affordable Housing he is responsible for origination of over $800M in loans and +$3B in underwriting (for affordable, seniors, and conventional multifamily housing). His expertise involves: public finance, value-add, moderate and substantial rehabilitation, new construction & preservation deals with various components such as: LIHTC, Section 8, Tax-Exempt Bond Structures, Private Placements, Public Housing, RAD Conversions, NOAH, Workforce Housing, HOME, CDBG and Seniors Housing. Robbie has closed deals from coast-to-coast and is familiar with many local/state funds/programs and their various nuances. Robbie received his undergraduate in Business Management from Virginia Tech, his Master’s in Real Estate Development from Johns Hopkins University (Carey Business School), and his M.B.A. from Johns Hopkins University (Carey Business School).

Brett J. Gottlieb is partner in Herrick's Real Estate Department where he represents real estate owners, lessees and developers in the application process for New York City’s real property tax incentives including 421-a, ICIP/ICAP and FRESH. Brett counsels clients regarding their property tax benefit applications with respect to project eligibility, benefit calculation, benefit planning and implementation of the exemption or abatement of real property tax in the City of New York. For the Industrial Commercial Abatement Program (ICAP), Brett counsels owners, developers, architects and contractors on the ICAP Rules and Law pertaining to applications submitted to the New York City Department of Finance. Additionally, he advises on the Equal Employment Opportunity and Minority/Women Business Owned Enterprise (M/WBE) requirements included within Executive Order 50 of 1980, Executive Order 94 of 1986, Local Law 67 of 2008 and Local Law 102 of 2018 as they pertain to ICAP project before the Department of Small Business Services, Division of Labor Services. Brett's experience with the 421-a Partial Tax Exemption Program and its successor Affordable New York (421-a(16)) includes counseling clients on project eligibility, rent stabilization, dwelling unit stacking, affordable unit proportionality, building measurement, benefit planning and calculation. Brett assists owners and managing agents with the submission of initial and annual rent registrations to the Division of Homes & Community Renewal (DHCR). For the FRESH Program, he counsels clients on the tax incentive benefit, core application submission, benefit calculations and various program requirements and restrictions. Brett also prepares attorney opinion letters including tax projections for ICAP, 421-a and FRESH. He also counsels lenders and purchasers as part of the due diligence and underwriting and underwriting requirements. He counsels both landlords and tenants with regards to property tax incentive clauses in leases. Before joining Herrick, Brett was a partner at Tuchman, Weiss, Liebman & Lindemann, LLP.
