Making San Diego A City of Opportunity That Invests in Every Neighborhood & Every San Diegan

Todd Gloria

A third-generation San Diegan of Filipino, Dutch, Puerto Rican, and Native American descent, Mayor Gloria’s lifelong career in public service was inspired by a lesson his parents – a hotel maid and a gardener – taught him at a young age: if you care about something, then you should leave it better than you found it. That lesson continues to motivate Mayor Gloria to improve San Diego every single day. Mayor Gloria has spent his entire professional life in service to the public, beginning his career at the County of San Diego’s Health and Human Services Agency. He then went on to serve as District Director to United States Congresswoman Susan A. Davis, whom he credits as his mentor. In 2008, Mayor Gloria was elected to the San Diego City Council following Christine Kehoe and Toni Atkins in serving the Third District. In 2012, after serving his first term, Mayor Gloria’s colleagues on the City Council elected him as their City Council President. In 2013, he assumed the reigns of the City, beginning his time as Interim Mayor after the resignation of Bob Filner. During that time, Mayor Gloria is widely credited with restoring the public’s trust in city government. In 2016, Mayor Gloria was elected to the California State Assembly to represent the 78th Assembly District. He immediately rose to a leadership position in the Assembly serving first as Assistant Majority Whip and eventually Majority Whip. During his time in the Assembly, Mayor Gloria passed legislation on many of the major issues San Diego is working to address including building more affordable housing, fighting gun violence, combatting climate change, and providing resources for those experiencing homelessness. As the 37th Mayor of San Diego, Mayor Gloria is committed to making San Diego a city of opportunity that invests in every neighborhood and every San Diegan. Mayor Gloria is a graduate of the University of San Diego and an enrolled member of the Tlingit Haida Indian Tribes of Alaska. He lives in the neighborhood of Downtown.

Rebecca Louie

Rebecca Louie is a longtime leader in the affordable housing sector, with more than two decades of experience planning, building and operating affordable and supportive housing communities throughout Southern California. Since starting at Wakeland in 2005, she has overseen the development and operation of 44 affordable housing communities, creating over 2,400 homes for families, seniors, veterans, transition-age youth and people experiencing homelessness. A Native Alaskan and a member of the Tlingit-Haida tribe, Ms. Louie is widely known as a strong advocate for affordable housing, social and environmental justice, and homelessness due to work at Wakeland and past employers, including the San Diego Association of Governments (SANDAG), the Center on Policy Initiatives, and United Indian Nations Community Development Corporation. She has a broad network of strong relationships with stakeholders working to build a more just and equitable world through housing, including government agencies, labor organizations, advocacy groups and decisionmakers at the state, county and city levels. Her expertise has made her a sought-after speaker at industry conferences and garnered recognition across several platforms, including an Innovations Award from the San Diego Housing Federation for her development of the Supportive Housing Learning Network, a cutting-edge training program for staff at supportive housing communities. Ms. Louie was also named one of San Diego’s Most Influential Women by the San Diego Daily Transcript for her leadership efforts to improve communities with high-quality affordable housing. She currently serves as the Board Chair for the San Diego Housing Federation; sits on the Boards of San Diego's Regional Task Force on Homelessness, the Downtown San Diego partnership and the statewide housing advocacy group Housing California; and contributes her time and expertise to the California Housing Consortium. Before taking the leadership role as President and CEO, Ms. Louie was Wakeland’s Vice President and COO. Prior to working at Wakeland, she held positions at SANDAG, where she spent six years working on housing and social equity issues; at the Center on Policy Initiatives, where she served as fundraising and development manager; and at the United Indian Nations, where she coordinated the development of housing and cultural resources for Native Americans living in the urban Bay Area. Ms. Louie holds a B.A. in Urban Studies and Planning from the University of California, San Diego, and a master’s degree in City and Regional Planning from the University of California, Berkeley.

Henry Manoucheri

Henry Manoucheri’s successful real estate career spans over 30 years. Henry began his career at Marcus & Millichap in 1985 and became one of their top brokers, being recognized throughout California as well as nationally. He has brokered over $500,000,000 worth of transactions in apartment buildings, office buildings, industrial properties, shopping centers and land. After leaving M&M, Henry launched his own privately held acquisitions business, as principal. In less than six months the number of apartments owned grew 200% from 400 to 1,200 units. Having demonstrated a detailed knowledge of acquisitions, operations and construction, Henry was able to partner with Bank of America to acquire and renovate a large apartment community in Carlsbad, CA. The asset was acquired at a purchase price of $50,700,000 with $10,500,000 in equity from Bank of America and $1,200,000 of equity from high net-worth investors. After successfully renovating the property and enhancing day-to-day operations, Henry sold the property four years later for $78,000,000 generating a profit of nearly $9,500,000 for himself and his investors. From this point forward a career of buying significant, well located apartment communities in Southern California began, acquiring 100+ unit properties throughout Los Angeles, Inland Empire, Ventura and San Diego County. Trisail of Bank of America and Urdang Advisors completed 10 large transactions with Henry over a successful 10 year relationship with acquisitions ranging from 200 to 450 units on transactions of $20 million to $70 million. This provided the economic platform for Henry to grow the portfolio to over 4,000 units. Additionally, Henry continued improving and refinancing smaller apartment communities, delivering 400 – 800% total returns to his investors over time. Henry, supported by research and analysis, sensed a changing marketplace and began selling select assets at record prices and cap rates from 2006 to 2008. The vast majority of sales were not used in trade, but rather to fund future acquisitions during the next down-cycle and to provide returns to investors. With over 30 years of experience in the business, Mr Manoucheri has been able to successfully navigate the company through difficult times by focusing on value-add propositions, detailed operations, and favorable financing opportunities, thereby profiting even during down cycles. This devotion to discipline, hard work , continuous examination of operating results and a hands-on approach has enabled Henry to deliver an average return of 22% percent annually across numerous assets, based on cash flow, and a return of over 60% per annum on assets sold. Currently the company is engaged in expanding its current holdings by acquiring new, value-add opportunities from various sellers, troubled borrowers, and financial institutions alike. Henry holds a BS in Finance and Real Estate from Cal State, Northridge, CA.

Combining strong business acumen with sound legal judgment cultivated over nearly 20 years in practice, Joe's focus on construction and development across all segments of the commercial real estate sector has established him as a trusted partner for some of the country's top developers, investment groups and construction firms. By leveraging his command of all aspects of the development process – from entity formation and financing to construction, stabilization and disposition – he expertly guides his clients in complex real estate ventures involving investment fund creation, traditional and non-traditional debt, design and construction, and disposition of multifamily, office and warehouse/industrial assets. Uniquely, Joe gained specialized practice in the areas of development and construction when he was retained shortly after law school by an upstart real estate development company in Chicago. Being integrated with his client's operations providing comprehensive legal and business counsel, Joe helped the company expand and grow from multi-million-dollar single-family projects to luxury adaptive-reuse condominiums, which spawned architecturally significant multi-family towers and eventually led to the client's current focus on national award-winning student housing communities. Today, Joe utilizes his extensive legal toolbelt to draft and negotiate design and consulting agreements and construction contracts for developers and end users of recognizable commercial, industrial and residential projects. His national practice emphasizes mixed-use developments and research and development facilities in urban centers. A versatile advisor to his clients, Joe also delivers strategic value and helping entrepreneurs raise equity from private investors by preparing Private Placement Memoranda, Limited Liability Company Operating Agreements and ancillary formation and regulatory documents. Prior to joining CGS3, Joe launched his career at Chicago-based Burke, Warren, MacKay & Serritella PC where he worked for nearly 15 years and rose to partner. During his tenure with Burke, Warren, he served as Chair of the Summer Associate Committee helping many top attorneys launch their careers. A member of a variety of top legal and real estate industry professional organizations, Joe has become a valued and respected member of San Diego's business community.
