Future of Arlington County

Nina Janopaul has been President/CEO of the Arlington Partnership for Affordable Housing (APAH) since 2007. APAH is a non-profit, community-based, award winning, affordable housing developer. Ms. Janopaul oversees all elements of APAH’s real estate development, operations, advocacy, services, and governance. During her tenure, APAH has grown its portfolio to fifteen multifamily rental properties with 1360+ units, valued at almost $250 million with another 800 units in development. APAH is known for its nimble and effective real estate development, for pioneering innovative supportive housing partnerships and its community impact. Under Ms. Janopaul’s leadership, APAH has received numerous awards, including the Charles Edson award for best urban development in the country; the Urban Land Institute—DC’s best Housing project; Developer of the Year from the Housing Association of Non-Profit Developers; Best Nonprofit by the Arlington Chamber of Commerce and the Arlington Community Foundation’s Prize for Impact and Innovation. Before joining APAH, Ms. Janopaul was a principal at Capital Strategies Consulting, Inc. and provided services to a variety of organizations, including Enterprise Community Partners. Prior to 2000, she was the National Director of Development for Hostelling International – USA (formerly American Youth Hostels). Ms. Janopaul received a Bachelors of Arts Magna Cum Laude from Harvard University. She serves on the Virginia Housing Development Authority’s Northern Virginia Advisory Committee. She is a past President of HAND, a regional housing association and received the Virginia Housing Coalition’s 2013 Innovations in Leadership award.

As the Chairman of the Shooshan Company, John Shooshan is responsible for directing and implementing the strategic objectives and goals of the company. His active and dedicated leadership is vital in generating business opportunities and fostering community relationships. John's experience and in-depth knowledge provide guidance for the shared goals of the Shooshan Company team and its partners. John continually strives to assure that the company presents a strong, positive image to all relevant stakeholders. In 2o08, the Shooshan Company completed the Liberty Center North project, a 1 million square foot, mixed-use project consisting of office, residential and retail space. Today, Mr. Shooshan is leading the Shooshan Company in the completion of the Liberty Center development; Liberty Center South, a 5.35 acre mixed-use project, consists of about 1.2 million SF of density among a significant two acre open park space in the heart of Ballston. In addition, under John's leadership the Shooshan Company recently was reasonable for the redevelopment of Marymount University's Ballston mixed-use campus and has a pipeline of new projects planned; including The Clarendon West project, located in the heart of Clarendon. John founded the Shooshan Company in 1986. In 2007, he helped form Kodiak Realty Services, LW by combining the property management and engineering services of the Shooshan Company and Fred Schnider Investment Group to create a property management firm to focus on the developed properties. Previously, he served as Mid-Atlantic Regional Partner for Faison & Associates, Inc., Vice President of Development for Cadillac Fairview Urban Development, Inc. John began his career at the Oliver Carr Company, which became Carr America, where he was the Director of Marketing and Leasing. In these capacities, he gained extensive experience in development, financing, property management and acquisitions. By far, John's proudest achievement is his family. He and his wife Marcia have been happily married for 44 years and have two children and three grandchildren. Their daughter Kelly serves as the Chief Executive Officer of the Shooshan Company, and son Kevin is the Managing Director of Kodiak Realty Services and also serves as the Director of Marketing and leasing for The Shooshan Company. Both attended Georgetown University and have followed in their parent's footsteps in multiple ways, including their dedication to the family business, community involvement and charity work. Alex Iams has spent the last 16 years working in economic development, including the past 12 with Arlington County. He has been the Assistant Director at Arlington Economic Development (AED) since 2014, focusing on efforts to lower the office vacancy rate and diversify the local economy. Before joining the director’s office, Iams worked on the land use and infrastructure finance plans for the redevelopment of Crystal City and the Columbia Pike area. In addition, he has served in various leadership roles in Arlington County government, including a four-year term on the Arlington County Employee Retirement System Board of Trustees and as Acting Assistant Director of the Department of Environmental Services. Iams has a master’s degree in City and Regional Planning from the Ohio State University and a Bachelor of Arts from the University of Washington.

Nick Gregorios joined the Tysons Corner office of Avison Young in April 2011 a Senior Associate. He was later promoted to Vice President in January 2014 and named a Principal of Avison Young in February 2016. Formerly, he was an Associate in Brokerage Services as well as a Research Analyst with Cushman & Wakefield, which he joined in 2008. He currently serves on Avison Young’s executive committee for the Washington, DC region. Nick specializes in landlord representation and corporate tenant representation across Northern Virginia and the Washington, D.C. region. He has been involved in over 400 real estate transactions totaling over 4.5 million square feet since the beginning of 2010, when he was promoted to Associate from Research Analyst. Nick Cumings joined the firm in 2017 and works in the Land Use and Zoning practice group in the Arlington office. He primarily focuses on securing zoning and land use entitlements, including rezonings, special permits, and special exceptions. Before joining the firm, Nick practiced for several years as an associate with the law firm of BrigliaHundley, P.C., where he focused on real estate litigation, title issues, local government, and financial services litigation. Nick earned a Bachelor of Arts degree from the College of William and Mary in 2008 and graduated from William and Mary Law School in 2011, where he was a member of the William and Mary Law Review. After Nick graduated from law school, he clerked for the honorable Michael F. Devine of the Fairfax Circuit Court. He is an active member of the Fairfax Bar Association and serves as the President-Elect of the Young Lawyers Section. Nick was also named to the 2015, 2016, and 2017 Super Lawyers Rising Stars lists for Virginia and the District of Columbia.

Mr. Thompson leads the Washington DC Region for LCOR as Executive Vice President and is responsible for sourcing and implementing new development and redevelopment opportunities. As a member of LCORs Executive Committee and Investment Committee he is also involved with the management and strategic vision for the company. He has more than 25 years of experience in the real estate industry directing acquisitions, development, and asset management activities along the East Coast. During that time, he structured joint ventures, arranged project financing, directed entitlements, assemblages and debt restructuring across a full range of property types. Prior to joining LCOR, Mr. Thompson served as Senior Vice President of Lowe Enterprises Real Estate Group, an investment and development company, in Washington, DC.

Mr. Kusturiss is the Senior Vice President, Development and Construction. He oversees development and construction activities for the firm including ground-up development. With 15 years of real estate experience he has been responsible for the due diligence, acquisition entitlement, design management, construction management, and leasing efforts for over 1.5 million square feet of new product. Previously, Mr. Kusturiss worked at Equity Residential on the development team where he managed development and construction activities for six Class-A apartment projects totaling over 1,500 units and 50,000 square feet of retail. Prior to that, Mr. Kusturiss worked for Clark Construction coordinating the design and construction of new multifamily buildings in the DC metropolitan area. Mr. Kusturiss serves on the Board of Directors of NAIOP and as the Co-chair of the Arlington County Government subcommittee. Additionally, he serves on the Rosslyn BID Urban Design Committee and is a 2016 Leadership Center for Excellence 40 Under 40 Honoree. He received his BS in Engineering Technology from the University of Delaware and his MBA from the George Washington University.

Brian A. Cotter is an Executive Vice President of Commercial Leasing with JBG SMITH, where he is responsible for the firm’s commercial leasing efforts. Mr. Cotter oversees a portfolio of properties totaling more than 8 million square feet, along with future development projects in National Landing, Reston, and the Rosslyn-Ballston Corridor. He also plays a leading role in the creation and implementation of JBG SMITH’s marketing efforts throughout the DC region. Prior to joining JBG SMITH, Mr. Cotter spent the previous ten years at Tishman Speyer, where he focused on office leasing throughout Northern Virginia, Maryland and Washington, DC. During his tenure at Tishman Speyer, he participated in the completion of more than three million square feet of transactions. Prior to Tishman Speyer, Brian worked for CBRE in Tysons Corner where he focused on office research in Northern Virginia. He is an active member of NAIOP Northern Virginia, a board member of CoreNet Global, and is the immediate past president and current board member of the Commercial Real Estate Broker Association of Greater Washington, DC.

Mark Witschorik is a Director of Asset Management, Digital Asset Strategy at Jamestown. Mr. Witschorik leads the teams responsible for the Mid-Atlantic region, its strategic direction, and performance. Previously, he led the regional portfolio efforts and joint venture activities for Columbia Property Trust in several East Coast markets including Washington, D.C. and Boston. Mr. Witschorik began his career at the J Street Companies and later Akridge, holding a number of acquisition, development, and related roles. Mr. Witschorik is an active member of DCBIA, NAIOP, and ULI. He earned a Bachelor of Arts in Finance from the University of Notre Dame.

Matthew Roberts is a shareholder at Bean, Kinney & Korman. His practice focuses on land use and zoning, administrative and municipal law, public utilities, and real estate transactions. Matt represents and advises clients in land use and zoning, permitting, utility, and site plan and subdivision matters throughout Northern Virginia, including Arlington County, Fairfax County, the City of Alexandria, the City of Fairfax, Prince William County, and Loudoun County. He appears frequently before local boards and planning commissions on behalf of landowners to prosecute rezoning, special exception, and similar entitlement matters. Matt also regularly represents clients during the site plan and subdivision process, particularly in the drafting and negotiation of subdivision and easement agreements between landowners and various city, county and public utility authorities. As part of his land use and utilities practice, Matt works directly with his clients on real estate transactions involving the purchase or sale of property. He also regularly drafts and negotiates development and easement agreements related to project development. Matt also has extensive experience in the area of administrative, local government, and municipal law. Currently, he serves as associate counsel to a Northern Virginia water and waste authority. Prior to joining the firm, Matt served as a law clerk in multiple local government offices, including the Fairfax County Attorney’s Office and the City of Alexandria Attorney’s Office.

Tina Leone, a Certified Public Accountant and Chartered Global Management Accountant, has more than 20 years of consulting, financial and management experience. She became the Chief Executive Officer of the Ballston BID in December 2011. The BID works to create a Ballston that people love through vibrant and dynamic branding and placemaking, elevated neighborhood experience, and relationship-building programs. Prior to joining the BBID, she was the President/CEO of the Alexandria Chamber of Commerce beginning in July 2009. Within five months of coming on board, Ms. Leone streamlined the Chamber’s operations, re-established the Chamber as the voice for business in Alexandria and increased membership by 15%, from 630 to 715 members. The Chamber had reached over 800 members as she departed. Her former positions included that of the President/CEO/CFO of The Lorton Arts Foundation where she provided leadership for the start- up 501(c)3 organization and transformed that vision into a vibrant cultural community that today hosts more than 100 artists at the Workhouse Arts Center at Lorton. The Workhouse is a 55-acre, 30 building-site formerly known as the former Lorton Correctional Complex. She guided the Workhouse proposal through Fairfax County’s adaptive reuse plan approval process and managed the Workhouse site rezoning, construction, and lease negotiations with Fairfax County, as well as completed a $26,200,000 public bond financing. She secured over $5,000,000 of donations and $6,000,000 of state historic tax credits. The Workhouse opened to the public in September 2008 and welcomed over 200,000 visitors within its first year. Prior to joining The Lorton Arts Foundation, Ms. Leone held accounting and business consulting positions in various organizations. In these positions, she was responsible for audit, review, and compilation engagements, establishing and directing corporate financial policies, and overseeing human resource functions. She was the acting CFO for American View Networks, a national radio program syndication company and the Director of Finance for PromiseMark, Inc., a developer of Internet and computer related protection services. Ms. Leone also audited non-profit corporations and employee benefit plans with Keller Bruner & Company (now RSM) as well as performed international operational audits for the Department of Defense, Inspector General’s Office. She has created business plans, performed due diligence reviews, and assisted in obtaining funding of over $15,000,000. Ms. Leone is a member the American Institute of Certified Public Accountants and the Virginia Society of CPAs. She has an MS in Management Information Systems from George Washington University and a BS in Accounting from the University of Scranton.

Tracy Sayegh Gabriel is a planner and urbanist focused on helping communities shape and implement plans for neighborhood and downtown vibrancy, inclusive economic development, capital investment, and programming. Tracy currently serves as President and Executive Director of the National Landing Business Improvement District, leading placemaking and promotion for the DC region's fastest-growing downtown district located in Arlington, VA. She has been featured on the Washington Business Journal’s Women Who Mean Business and Power 100 lists. Tracy’s career has spanned public and private sectors and includes management of some of the most complex and high-profile public plans and development initiatives in New York City at NYC Economic Development Corporation and Washington, DC, at the DC Office of Planning. She received her undergraduate degree in International Affairs from The George Washington University, her Master's in City Planning from MIT, and was a Fulbright Scholar in economic development in Damascus, Syria.

Mary-Claire Burick is a dynamic and strategic leader whose focus is on building engagement and leading change. As President of the Rosslyn Business Improvement District, she is responsible for leading daily operations and creating programs that define, enhance and continually improve Rosslyn for those who work, live, visit and do business there. Her leadership in the area of business engagement has been recognized within the region, and has focused on building relationships and retaining businesses in Rosslyn, as well as working with the real estate community, property owners and Arlington County to welcome new businesses to Rosslyn. Previously, Mary-Claire was President of MC Strategy, a consulting firm helping leaders build healthy and effective organizations. Prior, she was Vice President of Operations for Allbritton Communications, managing ABC-7, NewsChannel 8 and POLITICO. Earlier in her career, she helped launch the Fox NewsChannel, where she served as Operations Manager. She was named Washington Business Journal’s Women Who Mean Business and has a certificate in Organizational Consulting and Change Leadership from Georgetown University and a BA in Communications from University of Delaware.

Larkin Wilson is a Vice President of Commercial Banking in United Bank’s Fairfax market. He provides commercial banking services to businesses across various industries ranging from real estate to government contracting. Prior to joining United Bank, Wilson was a Senior Associate at EY, where he provided auditing services to premier companies in the region. A resident of Arlington, Virginia, Wilson holds a bachelor’s degree in Accounting and Business Administration from Washington and Lee University and a master’s degree in Accounting from the University of Arkansas. He is past Chairman of the United Bank Leadership Development Program, and a member of the Northern Virginia Chamber of Commerce and the Northern Virginia Technology Council.
