Kevin Reynolds is Executive Vice President and Regional President, Director of Sales for United Bank, a subsidiary of United Bankshares, Inc. with $14 billion in assets and over 80 branches in Maryland, Virginia and Washington, D.C. Formerly president and director of sales for Cardinal Financial Corporation, Kevin joined United Bank in April 2017, following its acquisition of Cardinal Bank. Prior to establishing Cardinal Bank with a select group of community bankers in 1998, he held executive and management positions with several leading area financial institutions, including George Mason Bank and American Security Bank. Kevin’s volunteer efforts, business expertise, and hands-on support have helped organizations throughout the area raise funds and awareness for their causes. His contributions have made a difference to organizations as diverse as the American Heart Association, Cornerstones, The Economic Club of Washington, DC, Rotary International, The Gladney Center for Adoption, Children’s Science Center, Cystic Fibrosis Foundation, Special Olympics, Homestretch and The Martin Luther King, Jr. Cultural Foundation. He serves as chairman of the United Cardinal Classic, an annual golf tournament that has raised $5.3 million to benefit Inova Kellar Center and community organizations around the area. Kevin’s contributions toward improving the quality of life in the region are widely recognized and reflect his years of service and dedication. He was elected board chairman of the 2015 World Police & Fire Games, the second largest multi-sport event in the world, surpassed only by the Summer Olympic Games. He was awarded the 2012 Tysons Regional Chamber of Commerce Executive of the Year for Large Businesses, and was finalist for the 2012 Fairfax County Chamber of Commerce Executive Leader of the Year. Kevin was named the 2010 Business Citizen of the Year by the Greater McLean Chamber of Commerce and was honored by the Association of Fundraising Professionals in 2009 as one of Washington’s most outstanding fundraising volunteers. That same year, he was honored by Leadership Fairfax with a Regional Leadership Award for fundraising leadership. A graduate of The College of William and Mary, Reynolds earned an MBA in Finance/Business from The George Washington University. He lives in Oakton, Virginia with his wife, Stacey, their two children, and two golden retrievers.

Feras Qumseya is the Chief Development Officer at Standard Communities where he leads the New Construction division, a national platform focused on leveraging 4% LIHTC financing to build new dedicated affordable housing in major metropolitan areas. Mr. Qumseya has nearly 20 years of real estate and economic development experience, having directed the feasibility, planning, and development of large-scale mixed-use communities and landmark urban revitalization masterplans. He has transformed deteriorated public housing into attractive new mixed-income, mixed-use communities that blend public, affordable, and market rate homes. Feras’ repertoire of financing vehicles includes complex transactions combining private financing with highly competitive local and federal government financing resources. He served as the Mayor’s Founding Director for D.C.’s Saint Elizabeths Redevelopment initiative, one of the largest urban redevelopments in the country, totaling over 180 acres. He currently serves as co-chair of Urban Land Institute Washington Housing Initiatives Council. He was appointed by Fairfax County Board of Supervisor Chairman Jeff McKay to serve on the Fairfax County Affordable Housing Preservation Task Force and was also appointed by Prince George’s County Board of Supervisor Chairman Calvin Hawkins on the county’s Housing Opportunities for All Workgroup. Mr. Qumseya received an MS in Information Systems Technology, Construction Management Systems from The George Washington University School of Business. He holds a BA in Economics and Management and International Relations from Beloit College. He is based out of Standard’s Washington, D.C. office.

Bailey has almost 20 years of real estate experience in entitlement, master planning, development, and investment in a diversity of product types. She is currently responsible for a range of investment and development activities across Buchanan’s portfolio. She joined Buchanan from JBG SMITH, where she oversaw the design, entitlement, and investment in over seven million square feet of mixed-use development in the DC Metro Area. Bailey began her career in the investments group at the JBG Companies and has a background in underwriting and joint venture partnerships. She is a member of Urban Land Institute, participating as a member of the Public/Private Partnership Council, serves as Treasurer and Board Member for the Northern Virginia Housing Alliance, serves as a Board Member for Homestretch, and is a sustaining member of the Junior League of Washington. Bailey holds a Master of Business Administration from Georgetown University’s McDonough School of Business, and she graduated from Brown University with a Bachelor of Arts in Urban Studies

Ben is a Principal and Founder of Wellington Development Partners with primary responsibility for asset and land acquisition, financing, and development. Throughout his 20+ year career, Ben has been involved in the financing, acquisition, development, rehabilitation, management, and disposition of approximately $2B in commercial real estate assets nationwide. Ben was previously a Senior Vice-President at CWCapital where he directed the operation, rehabilitation and repositioning of a $1.1B real estate portfolio, including 136 multifamily properties (17,800 units), and 2,200,000 SF of commercial and retail space across the United States. His financing experience also includes the use of conventional debt and equity, NMTC, LIHTC, tax-exempt bonds and Historic Tax Credits. Ben is currently Vice-Chairman of Loudoun County’s Affordable Dwelling Unit Advisory Board (ADUAB). He holds a B.A. in History from Denison University and an M.B.A from the University of Virginia’s Darden Graduate School of Business Administration. Ben lives in Loudoun County with his wife, Alissa, and three children.

Tanya M. Washington, AICP, is Director of the Prince William County Planning Office for Prince William County, VA, the second largest county in the Commonwealth of Virginia and one of the most diverse in the nation. Ms. Washington leads Prince William Planning’s efforts to provide innovative and equitable land use planning and development review for rapidly growing Prince William County, near Washington, DC. Under her leadership, Prince William Planning addresses issues such as redevelopment and infill development; greenfield development; transforming auto-centric areas into walkable, multi-modal communities; expansion of housing options and affordable housing; the growth of the data center industry; the transformation of older shopping centers into locations of new housing; and preservation of the county’s rich cultural history and resources. Prior to joining Prince William Planning in February 2024, Ms. Washington (formerly Tanya Stern), served over 5 years in Montgomery County, MD as Deputy Planning Director and Acting Planning Director of the Montgomery County Planning Department. As Acting Director from 2022 to 2023, she led innovative planning services and development review for urbanized, suburban, and rural areas in Maryland's largest county and led Montgomery Planning's team of 150 employees. She also served as Deputy Planning Director for over 4 years overseeing five divisions. During her time at Montgomery Planning, she oversaw the department's development of countywide and area master plans; housing, multi-modal transportation and growth management policies; innovative studies and data analysis on real estate and the economy; preservation of the county’s historic resources; and promotion of design excellence in the county’s architecture and public realm. She was also a key advisor for the creation of Thrive Montgomery 2050, the county's General Plan, and oversaw implementation of Montgomery Planning's Equity in Planning Agenda to make equity a foundational part of the department's work and operations. Previously, Ms. Washington served for 14 years in the Government of the District of Columbia, at the DC Office of Planning as Deputy Director overseeing neighborhood planning and urban design and as Chief of Staff; in the Executive Office of the Mayor; and in other agencies. Additionally, she has 11 years of non-profit sector experience. Ms. Washington holds a master’s in city planning from the University of Pennsylvania and is certified through the American Institute of Certified Planners and as a Certified Public Manager. She is a member of the American Planning Association, Lambda Alpha International and the Urban Land Institute (ULI). Ms. Washington is a member of ULI’s Transit-Oriented Development Product Council. She also was the co-founder and co-chair of ULI Washington’s Placemaking Initiative Council for three years; a past co-chair of ULI Washington’s Initiative Council Steering Committee; and a past member of ULI Washington’s Governance Committee, Management Committee, Innovation and Technology Local Product Council, Prince George’s County Initiative Council, and Membership Committee.

Mr. Canizales is the Director of Prince William County’s Department of Transportation. He coordinates the funding, planning, engineering and construction of over a billion dollars of transportation projects throughout the County. He is also responsible for ensuring proper review of development plans, obtaining transportation funding, development inspection and traffic/safety engineering. He represents the County at numerous local, regional, and State transportation committees. Mr. Canizales received his Bachelor of Science Degree in Urban and Regional Planning and his Master’s Degree in Transportation Planning from Virginia Commonwealth University. He was previously with the Planning Division of VDOT before joining the County over 20 years ago.

Christina Winn leads the Prince William County Department of Economic Development (PWCDED), catalyzing investment, retention, and redevelopment opportunities in the second largest county in Virginia. By positioning the county as a leader in the fast-paced, evolving economy of the Greater Washington, D.C. region, Ms. Winn is shaping stages for expansion and collaboration in key target industries, such as life sciences and biotech; last-mile distribution and supply chain logistics; and government contracting. Her goal is to create higher paying jobs for a highly educated and diverse workforce in Prince William County that will also build capacity for a flourishing entrepreneurial ecosystem. Since taking the helm of the department in 2019, Ms. Winn has implemented best practices and programs that attracted more than $10.3 billion in capital investment and 7,531 new and retained jobs. During the COVID-19 pandemic, she led multiple grant programs, providing more than $32 million in assistance to the county’s business community. With more than 20 years of economic development and private sector real estate experience, Ms. Winn is an expert in development programs including finance, incentives, and marketing. She currently serves as the president for the Virginia Economic Developers Association (VEDA), and she was named to the Washington Business Journal’s 2022 class of Women Who Mean Business. Ms. Winn strategically enhanced the county’s economic national presence with the rigorous International Economic Development Council (IEDC) department accreditation in 2022. The department programs have been honored with eight IEDC Economic Excellence Awards as well as a 2022 Achievement Award from the Virginia Association of Counties (VACo). Previously, she led Arlington Economic Development business investment group from 2014 to 2019, where she was instrumental in redefining the Northern Virginia economic landscape with the recruitment of Amazon’s HQ2. She earned her master’s degree in real estate development from Johns Hopkins University and her bachelor’s degree in economics from Arizona State University.

Truett Young is the Northern Virginia Vice President of Land at Stanley Martin Homes. During his career with the company, he has held several different positions in the land department, but now mainly focuses on creating new communities through the acquisition and entitlement process. Stanley Martin Homes believes in providing new home opportunities in Prince William County by creating new and exciting neighborhoods in which our customers can raise their families. Outside of his work at Stanley Martin Homes, he has held the position of President of the Northern Virginia Building Industry Association and is currently a member of the of the Prince William Chamber of Commerce Board of Directors.

Prior to joining the firm, Jonelle was an extern at the District of Columbia Housing Authority where she worked on projects relating to real estate and contracts, procurement, issues pertaining to the disposition and acquisition of public housing properties, and drafting, negotiating and reviewing documents related to real estate development and finance transactions. Her practice focuses on land use and zoning matters in Prince William County, City of Manassas, City of Manassas Park, Spotsylvania County, Stafford County, the Town of Haymarket, and the Town of Occoquan. Jonelle assists clients in all phases of the entitlement process.
