DC Construction & Development

Andrew has over 10 years of construction management experience with commercial real estate developers and general contractors. He is responsible for the design, permitting, purchasing and construction of MRP’s commercial development and repositioning projects. Previously at HITT Contracting, Andrew served as a Senior Project Manager, overseeing 30-40 projects per year including new, ground-up, office and residential product, office repositioning and tenant improvement for both government and private clients. Andrew graduated from the University of Tennessee with a BS in Logistics & Supply Chain Management and International Business.

Kelly Cantley is responsible for the development of new business opportunities for Bozzuto’s construction group as well as operations in the Boston and South Florida markets. She is also responsible for Bozzuto’s renovation and capital improvements group. Involved with every aspect of the business from acquisition, planning and implementation of new work, Kelly serves as a liaison between preconstruction, operations and clients to ensure the project goals are met from construction’s conception to completion. Prior to joining Bozzuto, Kelly worked for Turner Construction for 10 years. Before her civilian career, she served as an Officer in the Civil Engineer Corps. Kelly acquired her Master of Business Administration Degree from Johns Hopkins Carey Business School and a Bachelor of Science Degree in Aeronautical Engineering from the United States Naval Academy. Kelly is active in many real estate affiliations as well as philanthropic organizations. She currently serves as a Board Member for the Baltimore Symphony Orchestra, Urban Land Institute, Women’s Housing Coalition, and ACE Mentoring Program. Dominic approaches his work with an open mind while stimulating a collaborative and solutions-driven environment. As a leader of DAVIS’ Integrated Marketing + Development (IM+D) group, he works in conjunction with DAVIS teams and external business partners to align our efforts with specific needs of projects – all the while balancing the broader objectives of DAVIS. Dominic’s operations experience managing complex and large-scale projects translates directly into the preconstruction services he leads each day. Viewing every element of a project holistically, he proactively identifies and solves project challenges ahead of the curve. Dominic’s operations, preconstruction and marketing communications experience has provided him the opportunity to work with a broad set of teams and unique skill sets. He has felt fortunate to incorporate marketing into his everyday role, helping broaden his foundation and bring a new perspective to DAVIS and the construction industry. Collectively, Dominic’s experience has helped him find commonalities and build a better tomorrow for DAVIS employees, business partners, trade partners and the local community.

Ryan Riel has been working in Commercial Real Estate with EagleBank for more than 20 years and currently oversees EagleBank’s CRE Lending function and its 50+ employees. During his tenure at EagleBank he has worn several hats, and participated in the origination of more than $3 billion in real estate transactions of all shapes and sizes across the DC region. He earned a Bachelor’s Degree in Economics from West Virginia University and currently sits on the Board of Directors of the EagleBank Foundation and at The Children’s Inn @ NIH.

Tamara McNulty is a Partner in our Litigation Practice focusing on construction law and government contracts. Ms. McNulty has practiced law in both Am Law 100 firms and as senior in-house counsel. Her practice is international in scope, providing legal services both in the United States and to companies working around the world. Ms. McNulty is a highly experienced litigator who has tried numerous cases in both state and federal courts. She advises clients on construction claims for contract extras, delay damages, impact damages, assessment of liquidated damages and substantive law surrounding these issues and tries cases on these issues. She asserts claims to various boards of contract appeals as well as the Court of Federal Claims, and she asserts and defends bid protests at both the state and federal levels. Ms. McNulty works with her clients from the onset of projects to avoid potential claims and disputes down the line. She also regularly assists clients in drafting and negotiating complex contracts for major infrastructure, energy, water, environmental and threat reduction projects around the world. Additionally, Ms. McNulty is experienced in mediations, arbitrations and other forms of alternative dispute resolution and was formerly an arbitrator for theAmericanArbitrationAssociation’sConstructionLawpanel. Ms. McNulty was the former Division Senior Counsel for Black & Veatch Special Projects Corp.(the Federal Corporation of Black & Veatch) reporting directly to the President of BVSPC and served on the BVSPC Executive Leadership team and the BVSPC Board of Directors. As the lead division counsel for BVSPC, she was involved in all aspects of BVSPC’s legal matters, including investigations, ethics and compliance, human resources and business transactions. As in-house counsel, Ms. McNulty has managed multi- million-dollar litigation, including managing outside counsel, litigation budgets, plans and discovery. She has investigated and provided legal analysis and advised on ethics and compliance investigations, CDA claims, bid protests, requests for equitable adjustments and design errors and omissions claims and recommended resolution strategies for these matters. Ms.McNultyhasalsotrainedbusinessunitoperatingstaff on contract interpretation, government contract law issues, contract management processes and ethics and compliance matters in both the classroom setting, in one-on- one mentoring and during working sessions.

Bob Milkovich is the CEO of rand* construction, and is responsible for developing, leading and communicating the company’s short and long-term strategies. This includes oversight of all major operating businesses within rand*. He is responsible for creating and implementing the company’s vision, mission and culture.   Bob brings over thirty years of commercial real estate experience and leadership experience to his role at rand* construction. Prior to joining rand*, Bob was the CEO and Trustee of First Potomac Realty Trust, a publicly traded REIT. His experiences include serving as the President of Spaulding & Slye Investments, a JLL wholly-owned private equity investment merger, as a Regional Director of Goldman Sachs, investing in all aspects of the capital structure in commercial real estate and leadership positions with CarrAmerica, a publicly traded office REIT and its predecessor, the Oliver Carr Company.  His vast knowledge of the industry and active participation in the community over the years has helped him to build deep relationships locally and nationally within the industry. He currently serves as a Director and Vice Chair Investment Committee for the University System of Maryland Foundation, overseeing the endowment. He also serves on the Membership Committee for The Economic Club of Washington, DC and was a past President of The Real Estate Group of Washington, DC.  Bob received a BS in Business Administration from the University of Maryland where he attended on a full-scholarship and played varsity football.

Andrew McGeorge joined Hines in 2020. He is a Senior Managing Director and head of multifamily activity out of the Washington DC Office. He is responsible for sourcing, acquisition, capitalization and executing multifamily developments transactions in the mid-Atlantic region. The $102M project is a joint venture with Quadreal. Led the acquisition, development and construction of “Fairfax Gateway” a 403 unit, mid-rise in City of Fairfax, VA. The $120M project is a joint venture with Pacific Life. Led the acquisition, and development of “Kings Crossing” a 350 unit, mid-rise in Alexandria, VA. The $100M project is a joint venture with NY Common. Led the acquisition, and development of 564 multi-family rental units in Charleston, South Carolina. The project consisted of 24 multi-family buildings valued at $84M. Led the acquisition, development and leasing of 580 multi-family rental units in Williston, North Dakota. The projects consisted of 16 multi-family buildings, valued at $105M and is a joint venture with The Carlyle Group. Led the rezoning and design of a 916,000 square-foot mixed use project “1401 Wilson” in Arlington, VA. The project consisted of a 514,000 square foot, 29-story, LEED platinum trophy office tower, 350,000 square foot (302 units), 32-story LEED silver luxury residential tower and 52,000 grocery anchored retail. The project, valued at $493M, is a joint venture with Goldman Sachs. Led the rezoning and development effort for “1812 North Moore” a 580,000 square-foot, 35-story, LEED Platinum trophy office building in Arlington, Va. The $330M project was s a joint venture with Goldman Sachs and the first LEED Core and Shell Platinum office building in the state of Virginia. 1812 North Moore currently serves as Nestle USA’s headquarters.

Richard Lake is a founding Principal of Roadside Development. Roadside was formed 20 years ago as a Washington, DC-based development company, focused on the creation of retail and mixeduse environments. Roadside has become one of the leading experts in urban and town center development throughout the metropolitan Washington, DC region. Mr. Lake has been responsible for overall acquisition, entitlement, development, leasing, and property management of more than 25 million SF over the past three decades. Notable recent projects include City Ridge located at 3900 Wisconsin Avenue, NW which occupies 550 feet of frontage along Wisconsin Avenue NW, the site includes approximately 9.71 acres of land that is bound by a residential neighborhood to the south, Glover-Archbold Park to the west, and a private office building to the north; City Market at O & 880P, a million square foot, urban infill project in the heart of the Shaw neighborhood in Washington DC, which spans two city blocks and featuresnearly 90,000 square feet of retail, 550 luxury rental apartments, 90 affordable senior rental units, a 182-room key hotel, a 500-car parking garage, and incorporates the historic preservation of the nationally registered landmark O Street Market; Stonebridge at Potomac Town Center, a 105-acre mixed-use retail town center and residential community in Woodbridge, Virginia; and Cityline at Tenley, which preserved and transformed an abandoned historic Sears building into an award-winning mixed-use project that attracted Washington, DC’s first Best Buy and Container Storeretailers while also incorporating a contemporary addition of 204 luxury condominium units. Mr. Lake’s talent for working with development teams and optimizing a project’s full value potential throughout all stages of the real estate cycle is one of his greatest assets. He has also served as a consultant on several real estate projects throughout the country, with an expertise in place-making, by creating successful retail environments and public spaces that amenitize and enhance residential, commercial, and cultural uses to become vibrant mixed-use communities. Mr. Lake is a native Washingtonian and has been an active member of the business community for over 30 years. Prior to co-founding Roadside Development, he was the founding partner of The Retail Group and led Madison Retail Group, a full-service retail brokerage firm that was the dominant leader in the DC and Mid-Atlantic markets. He began his career in real estate as a broker with Smithy Braedon ONCOR International. He is a graduate of Boston University. Mr. Lake currently serves on the board of directors for several non-profit and economic development organizations, including Co-Chair of the Washington DC Economic Partnership, Iona Senior Services (also previously President of the Board), Executive Committee Member for DCBIA, Prince William County Economic Advisory Board and Trustee of Federal City Council. Mr. Lake is also a member of ULI and ICSC

Anthony Abrantes is the Assistant Executive Secretary-Treasurer for the Eastern Atlantic State Regional Council of Carpenters, which represents nearly 41,000 Union Carpenters from, New Jersey, Maryland, Delaware, Pennsylvania, Washington D.C., Virginia, and West Virginia. Anthony helps oversees the day-to-day operations of the regional council, its departments, 18 training centers, 175 staff members, 21 local unions, &15 regional offices. Abrantes also serves as an Executive Board Member for the Eastern Atlantic States Regional Council of Carpenters, Trustee for the Northeast Carpenters Funds, Trustee for the Carpenters Contractor Trust, Delegate for Local Union 254, Trustee for the Carpenters Benefits Fund of Philadelphia & Vicinity, Trustee for the Mid-Atlantic Regional Council of Carpenters Benefit Fund, and President Emeritus for the Northwest Jersey Central Labor Council. He previously served the Council as a Council Representative, Senior Council Representative, Political Director, and most recently Director of Organizing for the Eastern Atlantic States Regional Council of Carpenters. Anthony has also been a strong influence in his community serving as Commissioner for the Morris County Park Commission, Trustee for Union County College Foundation, Board Member of the Cornerstone Family Programs, Co-Chair for the Morris County Alliance for Action, Board Member for Morris County Planning Board, Trustee at the Morris County Building and Construction Trades Council, Board Member for Parsippany Police Athletic Association, Board Member for the Morris/Sussex/Warren Workforce Development Board, Board Member for the Morris County Economic Development Committee and Founding President of the Northwest Jersey Central Labor Council. Abrantes has a Bachelor’s Degree from Montclair State University and Executive Certificates from Harvard Law, The Wharton School, Cornell, and Rutgers. Prior to joining the United Brotherhood of Carpenters and Joiners of America as a carpenter, he interned as an investigative analyst with the New Jersey Office of Attorney General’s Division of Criminal Justice – Organized Crime and Racketeering Bureau. Anthony has also been recognized as the Boy Scouts of America Distinguished Citizen Award – Labor, Construction & Real Estate, listed on the Insider New Jersey Labor 100 Power List and Essex County Democrats Labor Representative of the Year. An Essex County native, now residing in East Hanover, NJ (Morris County) with his wife, Nicole and their two children, Nicolette and Anthony Jr.

With over 15 years of experience providing risk advice and consultative services to contractors and real estate owners/developers, Dustin brings expertise and experience in risk adjusted financing vehicles. With a focus on supporting the development and strategy of the Real Estate and Construction Groups, Dustin provides counsel to other related NFP entities delivering a seamless cross border service platform for clients domestic and abroad. Through the efforts of supporting the Real Estate and Construction Groups, he works towards market and product development, talent growth, and market relationships. Dustin is well versed across all lines of insurance providing senior level support with risk financing strategy, negotiation, design, and execution across the spectrum of operational and development activities as well as brokerage services, including casualty, property and builder’s risk, surety, professional and environmental liability, project-specific programs, and alternative risk finance. Prior to joining NFP, Dustin served as a Broker and Client Executive for JLT with a focus and specialization in the Real Estate and Construction Industries. Dustin earned a Bachelor of Science degree in Accounting from the University of Arizona, Tucson, AZ, and received his Masters of Business Administration and Certificate in Financial Analysis and Valuation from the University of Southern California, Los Angeles, CA. Dustin has also earned the Chartered Property Casualty Underwriter (CPCU) and Associate in Risk Management (ARM) designations.
