National Landing Update: NoVa's Newest Live, Work, Play Destination

Tracy Sayegh Gabriel is a planner and urbanist focused on helping communities shape and implement plans for neighborhood and downtown vibrancy, inclusive economic development, capital investment, and programming. Tracy currently serves as President and Executive Director of the National Landing Business Improvement District, leading placemaking and promotion for the DC region's fastest-growing downtown district located in Arlington, VA. She has been featured on the Washington Business Journal’s Women Who Mean Business and Power 100 lists. Tracy’s career has spanned public and private sectors and includes management of some of the most complex and high-profile public plans and development initiatives in New York City at NYC Economic Development Corporation and Washington, DC, at the DC Office of Planning. She received her undergraduate degree in International Affairs from The George Washington University, her Master's in City Planning from MIT, and was a Fulbright Scholar in economic development in Damascus, Syria.

Mr. Regan-Levine has served as our Chief Strategy Officer since 2024, prior to which he served as Executive Vice President of Research and Strategic Innovation in our Investments Group since 2018. In that role he was responsible for guiding the firm’s investment strategy with data and analytics and driving large scale strategic initiatives, investor relations, and special projects. Prior to the formation, Mr. Regan-Levine worked at JBG beginning in March of 2013 in the Investments Group. Before joining JBG, he worked at Monday Properties and JLL. Mr. Regan‐Levine holds a Bachelor of Arts in Government from Georgetown University, where he graduated Magna Cum Laude.

Nick Cumings joined the firm in 2017 and works in the Land Use and Zoning practice group in the Arlington office. He primarily focuses on securing zoning and land use entitlements, including rezonings, special permits, and special exceptions. Before joining the firm, Nick practiced for several years as an associate with the law firm of BrigliaHundley, P.C., where he focused on real estate litigation, title issues, local government, and financial services litigation. Nick earned a Bachelor of Arts degree from the College of William and Mary in 2008 and graduated from William and Mary Law School in 2011, where he was a member of the William and Mary Law Review. After Nick graduated from law school, he clerked for the honorable Michael F. Devine of the Fairfax Circuit Court. He is an active member of the Fairfax Bar Association and serves as the President-Elect of the Young Lawyers Section. Nick was also named to the 2015, 2016, and 2017 Super Lawyers Rising Stars lists for Virginia and the District of Columbia.

Geoff is responsible for the development and redevelopment of Federal Realty’s core assets. With a background in urban design, he brings a design focus to developing the next generation of Federal’s retail and mixed-use properties. His responsibilities run from project conceptualization through design and construction to delivery, with a specific focus on master planning, entitlement and project management. Geoff has over twenty years’ experience in the industry. Prior to joining the company in 2020, he was a vice president for EDENS, where he led the company’s design and project management group. He oversaw the design, entitlement, permitting and construction of over twenty projects, including Mosaic (Fairfax, VA) and Union Market (Washington, DC). Previous to his work at EDENS, Geoff practiced urban design at RTKL Associates and EDAW. Geoff is a member of the Urban Land Institute and the American Society of Landscape Architects. He has won awards from the International Council of Shopping Centers, the National Association of Industrial and Office Properties, and the American Planning Association, among others. Geoff received a BA from Oberlin College and an MLA from the Harvard University Graduate School of Design.

Mr. White is a Senior Vice President for LCOR, with responsibility for the acquisition, development, design and financing of various development projects for the Washington, D.C. office in Bethesda, Maryland. Mr. White has been actively involved in the entitlement and development of LCOR’s residential construction at McLean Crossing, located in McLean, Va. In addition, Mr. White is focused on The Altaire, located in the Crystal City, Va., which is comprised of two distinct and separate 20-story residential towers totaling approximately 450 residential units. Prior to joining LCOR, Mr. White worked in commercial debt lending for ING Investment Management. Mr. White holds a bachelor’s degree in Economics from The University of Virginia and a Masters of Business Administration in Real Estate from Emory University. He is a member of the Urban Land Institute and participates in ULI’s Urban Plan.

Mr. Kelly is a Vice President at JBG SMITH with a primary focus on the company’s development strategy and model for managing large-scale, mixed-use projects. He specializes in building and leading teams as well as managing complex development, financing, and place-making strategies for numerous product types. He also assists JBGS with various special projects such as the implementation of its digital infrastructure initiative (CBRS/5G roll out, edge computing and fiber) and public affairs related to large infrastructure projects in National Landing. Prior to joining JBG SMITH, Mr. Kelly was a Vice President for a Baltimore based family office real estate company called Sagamore/Weller Development. While at Sagamore/Weller, he oversaw the $5B+, 18M SF master planned re-development of Port Covington on Baltimore’s waterfront, which is currently under construction. Mr. Kelly graduated from the University of Colorado with a BA in Finance.

Andrew J. Cretal is Senior Vice President Development of ZOM Living. Andy joined ZOM in 2011 and directs multifamily development activities in the Mid-Atlantic, Northeast and Chicago regions. He began his real estate career in the development and construction industry in 1999 and has been involved in the origination, development, and renovation of over 4,000 multifamily units. Prior to joining ZOM Living, Andrew served as Senior Vice President of AIMCO. He was previously Vice President of multifamily development and acquisitions for Gables Residential Trust after a 6 year career at JPI. Andrew graduated from the University of Missouri with a B.S. in Mechanical Engineering. He is a member of The Urban Land Institute, and has served on the Maryland National Capital Builders Industry Association - DC Liaison & Multifamily Builders Committees. He also serves on the board of a regional non-profit.

Jonathan Greenberg joined CBRE in 2000, specializing in multifamily property sales throughout the Washington-Baltimore metropolitan area. Mr. Greenberg is currently a Senior Vice President with the CBRE Mid-Atlantic Multifamily Investment Properties Team. Mr. Greenberg focuses on multifamily dispositions through exclusive listings in Northern Virginia and the District of Columbia. Mr. Greenberg concentrates on institutional as well as private capital multifamily investment sales. Mr. Greenberg has considerable experience in evaluating rent control and tenant’s rights issues and how they apply to the valuation of multifamily property in the District of Columbia. Furthermore, Mr. Greenberg has completed transactions throughout Northern Virginia as well as Fredericksburg, Richmond, Charlottesville, Roanoke, Williamsburg, Norfolk and Hampton Roads submarkets of central and southern Virginia. Mr. Greenberg has completed transactions involving more than 1,125 communities with an aggregate value exceeding $49 billion since 2001 with the Mid-Atlantic Multifamily Investment Properties Team. Mr. Greenberg has been part of the largest CBRE Investment Sales Transaction in the Washington region in the years 2006, 2008, 2010, 2012, 2016 and 2017. In addition, Mr. Greenberg has been part of the largest single-community multifamily sale in the Mid Atlantic in 2020 and 2021. Prior to joining CBRE, Mr. Greenberg worked with a boutique Washington, DC law firm specializing in energy regulatory law whose clients included Shell Oil and the California Department of Water Resources. Mr. Greenberg received a Bachelor of Arts from Indiana University in Bloomington, Indiana.

Pillsbury partner James Bobotek concentrates his practice on a variety of construction and insurance matters. Jamie guides clients through all phases of development and construction of commercial properties, including preparation, review and negotiation of development, design, construction, design-build, and related agreements. Jamie also counsels clients in analyzing insurance coverage claims, formulating risk management strategies, and developing contractual insurance requirements. Jamie has secured many favorable outcomes for commercial policyholders on CGL, builder's risk, commercial property, business interruption, E&O, cyber, professional liability, D&O, pollution, fidelity and other claims. Representative Experience Drafted and negotiated construction, design, and development contracts for projects totaling billions of dollars. Represented public-private partnerships with respect to construction, design, and ancillary agreements relating to United States military housing privatizations across the country, including projects in California, Arizona, Maryland, Virginia, West Virginia, Nevada, Georgia and Missouri. Drafted form construction and design contract packages for owners, developers and contractors for use throughout the United States. Achieved partial summary judgment against AIG entity in connection with property insurance coverage dispute for multinational university arising from the 2010 earthquakes in Chile. Obtained a summary judgment ruling in a Student Financial Corp. bankruptcy legacy case for an additional insured/policyholder under a fidelity bond (financial institution bond) in connection with alleged Ponzi-scheme losses. Obtained a dismissal of first-filed insurance carrier declaratory judgment action, allowing an iconic brand company's $18 million flood loss claim to proceed against carrier in carrier's home forum of Tennessee. Deployed novel theory to defeat insurance carrier effort to align parties to create federal court jurisdiction, creating favorable new law in removal disputes with insurance carriers. Represented a telecommunications provider in successful prosecution of its claims against its E&O insurer confirming coverage for class action claims alleging cyber-related activities. Obtained significant recovery under a builders risk policy on behalf of a contractor for a delay claim arising out of a subcontractor's provision of defective materials. Procured multi-million dollar defense and indemnity recovery under "personal injury" CGL coverage relating to a discrimination suit brought by the U.S. Department of Justice on behalf of multiple claimants. Obtained recovery under an event cancellation policy for two class action suits brought as a result of logistical difficulties in connection with a client's presidential inauguration-related experiential student conference. Obtained full property loss and business interruption coverage, as well as defense and indemnity coverage for third-party suits, arising out of a catastrophic fire at a defense contractor's warehouse facility. Attained defense and indemnity coverage for an international construction company arising out of concrete plant emissions. Obtained defense and indemnity coverage under a professional liability policy for an engineering company faced with excess exposure. Recovered full pre-suit indemnity for a government contractor in a construction claim related to faulty subcontractor work. Protected a commercial developer's interests under a builders risk policy in connection with a faulty workmanship claim. Represented clients in various industries in structuring and negotiating the terms of their cyber insurance programs. Mike Proctor is the market president for the Arlington/Alexandria region of United Bank, a subsidiary of United Bankshares, Inc., a nearly $30 billion bank holding company. He is responsible for the management and operation of all United Bank offices in the Arlington/Alexandria areas, including client relationships and new business development. Proctor has financed the acquisition and construction of multiple commercial and residential real estate projects in and around the D.C. metro area. In addition, he has worked with various operating companies to provide working capital and term financing. He is a graduate of the RMA-ECU Commercial Lending School, past chairman of the United Bank Leadership Development Program and a member of the Board of Directors of the Northern Virginia Chamber of Commerce. Prior to his role as market president, Proctor served as a commercial lender and a credit analyst with United Bank. He graduated with a degree in finance from West Virginia University.
