Unfinished Hollywood Target May Be Completed After All

The LA Planning Commission has recommended that LA City Council approve completion of a half-finished East Hollywood Target store, which has been stalled due to legal challenges to a city zoning change.

Construction of the Target project, which was originally approved in 2012, was nearly completed when a judge sided with the La Mirada Avenue Neighborhood Association and other opponents and stopped construction midstream in August 2014, reports the LA Daily News.

This is the same neighborhood group that sued CIM Group earlier this year, alleging the developer’s failure to preserve a historic building on the site of a new apartment tower at 5929 Sunset Blvd in Hollywood, making the whole project illegal. Residents at the project where forced to move when the judge ruled in favor of the group's claim.

The unfinished Target building is now the focus of a Facebook page, Target Husk, which pokes fun at this eyesore and the group that created it.

In making this recommendation, the Planning Commission eliminated a height exception, setting the new height limit at 75 feet, which bases the Council’s justification for the project’s completion on the benefits of having a Target store at this location, including creating jobs and reducing shopping commute time for local residents. Other changes to the original plan were made to take advantage of the location’s proximity to mass transit, including the Red Line station and neighborhood bus stops, including establishing a mobility hub that provides for bike-sharing and bike locker amenities.
