With repointing required every five years for certain buildings, it can turn into a financial burden—some more than $250k each time. But Fuel Outdoor’s Sergio Fernandez De Cordova is proposing a solution—advertisements on scaffolding. These could help offset the full cost of scaffolding, he says, with a balance—no ads near churches, residential areas, and parks, and with full regulation. It already has the backing of the Rent Stabilization Association,REBNY, and 38 out of 51 City Council members, he says.

Sergio’s been promoting Intro 623, which would permit a restricted amount of temporary advertising on scaffolding in limited commercial and most industrial areas. He says it'll provide additional revenue to the City, enhance the streetscape, and make sidewalk sheds safer(they’ll have to be taken down in a certain timeframe). He recently testified in front of the City Council, in the first of two hearings, noting that advertising wouldn’t be allowed for more than one out of every five years, so owners have no incentive to put up scaffolding and not take it down. This has already worked in cities like London, Madrid, and Berlin, he argues.
