Property Intended For Homeless Campus Up For Grabs

Previously allocated for a sprawling homeless campus, the 14-acre site known as Terminal 1 is going on the market. The Bureau of Environmental Sciences has made arrangements to market the Willamette River property with a hefty price tag of more than $10M. It would be difficult to change the property’s industrial zoning to accommodate a homeless campus, Portland Commissioner Nick Fish explained in a memo earlier this month. The goal is to find an industrial buyer.

Since city utilities can’t subsidize homeless services, the land would need to be purchased with discretionary money to construct the homeless campus, nicknamed Oregon Trail to Hope, The Oregonian reports. Its construction could cost $100M to $120M. Developers Homer Williams and Dike Dame, who spearheaded plans for the homeless campus, got the idea from a similar concept in San Antonio. [TO]
