As a certified land use planner (AICP) with more than 20+ years of experience in strategy and capital improvement planning, she is known for bringing creative, innovative, and consensus-based solutions for space needs in highly constrained and regulated hospital and clinical environments.She currently leads the space planning strategy and development of plans and initiatives with a construction budget of over $8 billion with programs planned for the next 20 years and covering a portfolio of over 5M square feet, 3 Hospitals over 170+ clinic sites, and 50 admin sites for its 20,000 employees, faculty, fellows, and residents.Despite having been with Stanford for only 3 years now, she has grown to become a valued and trusted leader across the enterprise and works closely with partners and peers in the School of Medicine, Stanford Medicine Children’s Hospital, Stanford University and Stanford Medicine-Tri-Valley through a collaborative and governance based model of influence and pro-active planning.   A California Licensed Architect with twenty-seven years of experience in architectural design, construction, project management in the UC system. Jill was a Senior Project Manager for the UC Davis Campus Design and Construction Management department for 20+ years before moving to UC Davis Health in 2019. She has experience with multiple contract delivery methods, and a wide range of project types including high tech, academic, housing and healthcare. Her current role includes delivering multiple strategic expansion projects for the UC Davis Health System including the California Tower, a 1M square foot replacement bed tower project delivered under a Progressive Design Build contract, an outpatient surgery Center and Clinic, an expansion to the Central Utility Plant, renovation and new construction of hospital Operating Rooms, and off-site Medical Office Buildings serving outpatient needs in the surrounding community.   Ashley Weinstein-Carnes

  Ashley Weinstein-Carnes provides advice and counsel on land use issues with a focus on local administrative permitting, including the negotiation of agreements with local governments and public agencies, coordination of environmental review under the California Environmental Quality Act (CEQA), and processing of entitlements through public hearings and other administrative proceedings. She has successfully obtained land use approvals for large-scale projects, including mixed-use and multifamily residential developments, corporate R&D and office campuses, professional sports arenas, hospitals, and industrial facilities. In addition to land use permitting, Ashley conducts due diligence for the acquisition, disposition, and leasing of property. She advises institutional investors, lenders, developers, landowners, and lessees and lessors with regard to existing land use restrictions and agreements, as well as strategies and requirements for the re-entitlement of property. Ashley has significant experience with California’s planning and zoning laws, the California Environmental Quality Act (CEQA), the Subdivision Map Act, exactions and takings, and affordable housing laws. She has a particular interest in housing development, including strategies for streamlining residential and mixed-use residential projects, and regularly speaks and writes on changes in the regulatory landscape impacting housing production in California. Ashley is currently a faculty lecturer at the University of California, Haas School of Business, where she teaches an interdisciplinary graduate level course to business, law and planning students on land development and investment.

  Anna Levitt

  Anna Levitt is a licensed mechanical engineer in California with more than 17 years of experience in energy engineering and program management, 15 of those spent at the University of California. She currently manages the Energy, Utilities & Infrastructure team at UC San Francisco Health, and was previously Energy Manager at UC San Diego Medical Center and campus. At UCSF Health, she oversees the facilities’ decarbonization, energy and water efficiency, HVAC controls, and infrastructure renewal programs. In her work at UC San Diego, she managed the campus’s $95 million energy efficiency program, which included major research laboratory building HVAC retrofits, cogeneration plant heat recovery, lighting retrofits, and retrocommissioning. During her tenure, UCSD’s energy efficiency program received more than $11 million in incentives from San Diego Gas & Electric. Anna holds a degree in Mechanical Engineering from Smith College and a Masters of Engineering from San Diego State University. When she's not managing energy, she's playing old-time American fiddle or spending quality time with her wife and two young kids.

  Makayla began her career in the trades as a project assistant and has gained over a decade of experience. At Mark III, Makayla has held the titles of project engineer and project manager and most currently holds the title of Director of Pre-construction. Makayla is skilled in growing contractor relationships, managing virtual construction and prefabrication efforts, and delivering projects on time and within budget. Over the past seven years at Mark III, Makayla has managed over $50 million in M3 MEP and M3 Components projects. Since 2017, her focus has been building a productized approach to healthcare construction. She has completed multiple rounds of research and development, known as Project Mountain, and has successfully completed multiple projects utilizing M3C products.   Kurt’s professional engineering career spans over 40 years. His expertise includes structural engineering design for Mission Critical Facilities such as Data Centers, Health Care Facilities such as Hospitals and Clinics and Life Sciences Facilities such as Biopharmaceutical Pilot Plants and Production Facilities around the United States and the World. His area of expertise is in designing buildings to be occupable after natural disasters including Tornados, Hurricanes and Earthquakes. He has been the structural engineer of record for conventional “fixed Base Buildings” ranging from 1-23 stories, “Base Isolated Buildings” ranging from 1-5 stories, and the retrofit and new construction of buildings incorporating Fluid Viscous Dampers ranging from 1-22 stories.   John Koss is a Senior Vice President, Asset Management & Partner with Anchor Health Properties. Based in the San Diego California office, he brings more than 35 years of broad commercial real estate experience in areas such as asset and property management, contract and lease negotiation, as well as financial and statistical modeling.
