D.C. To Release RFP For 4-Acre St. Elizabeths Site, 9 Other Projects
D.C. plans to put out a request for proposals next month for a 4.2-acre development site next to the new Wizards practice facility on the St. Elizabeths East campus.
The pre-solicitation was one of 10 opportunities unveiled at D.C.’s annual March Madness event Tuesday that gives developers, architects and general contractors the chance to work on projects throughout the city.
The St. Elizabeths RFP will allow developers to build residential, office and retail on the 186K SF site at 1100 Alabama Ave. SE. The project would be built by-right, and the site's zoning allows for 400K SF of residential and commercial development. Sitting directly between the Congress Heights Metro station and the athletic facility, the Parcel 15 project would serve as the eastern entrance to the 180-acre development.
"Redevelopment of this parcel should encourage pedestrian traffic and activity, particularly with ground-floor retail," said Sarosh Olpadwala, Director of Real Estate for the Deputy Mayor for Planning and Economic Development.
The District expects to finish construction in September on the $65M athletic facility where the Wizards will practice and the WNBA's Mystics and Wizard's developmental team will play their home games. The city has also spent $58M on infrastructure upgrades, expected to be completed along with the sports complex.
The master developer for the 180-acre St. Elizabeths East campus, Redbrick LMD, plans to break ground this summer on the first phase of the major mixed-use development. Phase 1, to be built by the Anacostia Economic Development Corp. and Flaherty & Collins, will feature the renovation of seven historic buildings, totaling 354K SF, into 252 mixed-use apartments.
Redbrick plans to break ground next year on the second phase, which will include between 60 and 100 for-sale townhouses. The long-term plan for the campus calls for 1.8M SF of office, 1,300 residential units, 206K SF of retail and at least two hotels.
D.C. is also seeking developers to build on two smaller sites in Wards 7 and 8. DMPED plans to release an RFP this spring for Phase 2 of Eden Place in Ward 7’s Deanwood neighborhood.
The 18K SF site at the corner of Dix and 61st streets NE is zoned for a moderate-density, mixed-use development. The first phase of Eden Place delivered 29 units to the site last year. The District also plans to release an RFP in May for a site at 1004-1018 Howard Road SE. The 27K SF site is zoned for residential use and sits across the street from the Anacostia Metro station.
DMPED in June plans to reintroduce its RFP for 2 Patterson St. NE, a high-density mixed-use development site in NoMa. The District first introduced the site at last year’s March Madness event, but then put it on hold.
The 42K SF parcel sits near the busy intersection of New York Avenue NE and North Capitol Street and is just two blocks from the NoMa Metro station. The site, in one of D.C.’s fastest-developing neighborhoods, is surrounded by other projects at various stages from Skanska, Wood Partners and JBG Smith.
D.C.’s Parks and Recreation department unveiled opportunities for three recreation center projects. It plans to issue an RFP in October for a general contractor to build the Stead Park Recreation Center at 1625 P St. NW, just two blocks east of Dupont Circle. The $10M project would feature athletic space, multipurpose rooms, a teaching kitchen, a playground and a rooftop urban farm.
In May, DPR plans to issue an RFP for architectural services for a $37M Therapeutic Recreation Center at 3030 G St. SE. The project would feature an indoor pool, a gymnasium, a multipurpose room and a demonstration kitchen. It also plans to issue an RFP in July for architectural services on the Fort Lincoln Park and Theodore Hagans Recreation Center. The $18M project at 3201 Fort Lincoln Drive NE will include park space, athletic fields, courts, gazebos, picnic areas and a playground.
The D.C. Public Library agency introduced opportunities for three upcoming projects. It is seeking design and build services for a $20M library at 5401 South Dakota Ave. NE. It plans to demolish the existing structure on the site and build a 20K SF library. It issued an RFP earlier this month that will close April 2. DCPL also plans to issue an RFP in spring 2019 for design and build services for the Southeast Library, a $23.5M project at 403 Seventh St. SE in Ward 6.
The agency is also seeking subcontractors for the new Southwest Library, a $15M project at 900 Wesley Place SW. The project is in the design phase and will begin construction this fall, but it is seeking subcontractors to wok on drywall, glass, concrete, fixtures and lighting.
