Clark brings more than two decades of healthcare project experience to our San Diego

studio. With a strong commitment to improving patient outcomes and enhancing

healthcare environments, Clark has established himself as a leader in the field, known

for his strategic vision and collaborative approach.

Clark enjoys collaborating with clients, stakeholders, design teams, regulatory bodies

and construction teams. From the conceptual design phase to walking through

completed buildings, he is passionate about every step of the process. His extensive

experience ranges from facility maintenance and equipment upgrades to medical office

developments, tenant improvements and hospital additions, giving him a deep

understanding of the client perspective. Clark excels at communicating the client’s

objectives and requirements to the wider team.

During his time at HDR, Clark has built an impressive portfolio, including the Cleveland

Clinic Abu Dhabi Hospital. This project was a collaboration between multiple HDR

offices and consultants, working together to design a hospital on a human-made island.

This experience highlights his ability to manage complex, large-scale projects and

deliver exceptional results. His role often involves working directly with hospital

representatives as a “client advisor” to evaluate, select and apply architectural

techniques, procedures and modifications.

Edwin is a senior principal and Client Executive of IMEG’s California structural teams in the Pasadena, San Diego, and Anaheim areas.

Edwin has been practicing structural engineering for more than 20 years. He has led the design and analysis of several billion dollars in new building construction as well as seismic retrofit of existing buildings. He also has extensive experience in alternate project delivery approaches such as design-build, integrated project delivery (IPD), public private partnership (P3), design assist, and lean delivery approach. His leadership role allows him to actively participate in all stages of projects from project negotiation until the end of construction.

Edwin is a member of American Society of Civil Engineers and a member of Structural Engineers Association of Southern California. He has presented and authored several structural engineering articles in various engineering magazines.

During college, David initially pursued a career in life insurance and sales, gaining valuable experience in communication, client service, and business development. However, after joining his family’s construction business to help with day-to-day operations, he quickly realized that construction was where he truly belonged. This experience prompted him to pivot his academic and professional focus toward construction management. He assumed wide-ranging responsibilities within the family company—from payroll and estimating to field supervision and operations—developing a holistic understanding of how projects are built and businesses are run. He also competed in a national student construction competition, where his team earned first place.

That performance helped launch his professional construction career. He soon accepted an internship with a major contractor in Southern California, leaving his home in Utah behind. What began as an internship quickly transitioned into a full-time position. Over the next four years, he progressed from junior estimator to estimator, and then into a senior estimator role with another firm.

In 2015, David joined PNG Builders as Chief Estimator. In addition to leading the company’s estimating department, he plays a central role in business development, actively building and maintaining long- term client relationships. He works closely with owners, architects, and consultants to ensure early alignment, budget clarity, and project feasibility. David brings a partnership-based mindset to every pursuit, often serving as a strategic lead in interviews, RFP responses, and preconstruction efforts. His ability to translate complex project demands into clear, actionable proposals has helped position PNG Builders as a trusted partner across diverse markets.

David is an award-winning Chief General Construction Estimator with deep expertise in bidding, estimating, and budgeting across virtually every sector of commercial construction. His portfolio spans higher education, DSA, entertainment, theme parks, studio work, healthcare, OSHPD, medical office buildings, pharmaceutical, concrete tilt-up, large-scale warehouse (up to 1,133,000 SF), retail, high-end retail, financial, grocery, automotive, hospitality, light industrial, tenant improvement, senior living, restaurants, public works, energy, museums, infrastructure, and residential projects. He has delivered successful outcomes for a broad range of government and private-sector clients. If you can dream it, David can figure out how to build it.

His expertise includes conceptual budgeting, pre-construction planning, design-build delivery, quantitative take-offs, negotiated and hard bid proposals, RFP responses, value engineering, contract writing, and negotiation. David is widely recognized for his leadership in aligning estimating with front- end strategy to improve win rates, unify teams, and foster lasting partnerships.

Outside of work, David resides in Santa Fe Springs with his son and their dog. He enjoys spending time with his girlfriend, whom he met on a yoga retreat in Bali, and he proudly welcomed his first grandson in 2024. He is especially passionate about championing his son’s journey to travel and volunteer across the globe. His son’s adventures have already spanned more than 30 countries and six continents.
